Emergency Management/Response specialist
The Emergency Planning and Response Division of ISR is currently looking to hire two highly motivated individuals in the field of emergency planning/response. Some of the anticipated duties would include:
- Producing emergency response plans for various clients globally;
- Writing emergency response "concept of operation" documentation;
- Preparation of presentations;
- Assisting in the development and delivery of emergency response training and exercises; and
- Assisting with Divisional administration and project management/control.
Mandatory prerequisites:
- Diploma or degree in Emergency Management or related experience in the emergency response management/planning or chemical, biological, radiological/nuclear, explosives (CBRNE)/Counter Terrorism (CT) fields;
- Willing and able to travel internationally;
- Possess (or be able to obtain) SECRET security clearance from Government of Canada; and
- Proficient in the use of MS Office programs, especially Word, Excel, Outlook and Powerpoint and enjoy producing written reports/plans.
The preferred candidate will:
- Have at least 5 years experience in an emergency response/management or CBRNE/CT fields;
- Enjoy working in a fast paced, high intensity team environment;
- Produce excellent written reports with minimal supervision; and
- Be willing to execute any assignment from routine administrative tasks to producing complex emergency response plans; always producing the best results possible in a timely manner.

Project Administrator
The Project Administrator is responsible for administering project management processes. They will be working primarily as support to Project Managers, and will report directly to the Administration Manager. The Project Administrator’s primary role is to coordinate all project management, including administering contracts, tracking and implementing project plans, monitoring project progress, submitting reports on project status, and facilitating communications among project teams.
Main tasks:
- Provide support and act as a resource for Project Managers and team members;
- Track contracts, proposals;
- Compile reports, agendas, documents, minutes, and presentations;
- Monitor the financial details of the projects, including budget, resources, costs;
- Prepare income statements, projects updates and progress reports;
- Use MS Project to implement project plan and track project data;
- Coordinate communications with projects team, external consultants, clients and executive staff
Qualifications:
- College diploma or undergraduate degree in business administration, project management or related field;
- 5 to 10 years of demonstrated project management experience;
- Minimum 5 years experience using MS Project;
- Minimum 5 years experience using Microsoft products: Excel, Word, Powerpoint, Outlook, Visio;

Human Systems Integration Specialist
A Tactical Armoured Patrol Vehicle project requires contractor assistance in project management services to support the procurement process. The Contractor personnel, supporting existing staff, will assist in producing technical project documents for a Major Crown Project. In support of this project the Contractor personnel may also be required to participate in various working groups and technical review meetings, which may involve travel.
Tasks will include:
- Assist the Systems Engineering Manager (SEM) as a Subject Matter Expert (SME) in the production, review and collation of all relevant information to support the development of the technical specifications and evaluation plans in the area of human factors and human systems integration
- Analyzing program operational requirements and constraints in the area of human factors and human systems integration;
- Developing and reviewing program and technical requirements and constraints in the area of human factors and human systems integration;
- Developing and reviewing technical evaluation plans in the area of human factors and human systems integration;
- Developing and reviewing test and evaluation plans in the area of human factors and human systems integration;
- Act as a SME in the review of technical submissions as part of the bid evaluation process;
- Act as a SME in the review of technical contract documents and submissions;
- Work with and support the systems engineering team by engaging relevant stakeholders and participating in technical review meetings and specialist working groups;
- Assist the SEM in managing the technical requirements by attending and participating in various project design reviews, implementation reviews and concept development meetings. These activities may, from time to time, include the preparation and presentation of a technical briefings and documents;
Qualifications:
- University postgraduate degree in an applicable field of engineering, science or mathematics;
- Must possess or be capable of obtaining a valid passport;
- Secret clearance through PWGSC;
Experience:
- Minimum of thirty-six months in the past sixty months of demonstrated experience in the specialist-related field of human factors and/or human systems integration;
- Minimum of twenty-four months of demonstrated experience in the past sixty months in two or more of the following areas: work load analysis, critical task assessments, system safety assessments, man-machine interface design and analysis, anthropometric and ergonomic analysis, functional hazard assessments, development and execution of Human Factors testing and trials;
- Knowledgeable and have experience with the application and validation of technical requirements for complex vehicle systems and/or weapons systems in one or more of the following disciplines: human factors, human systems integration, system safety, functional hazard analysis;
- Minimum of thirty-six months of demonstrated experience in a related specialist field within the last six years;

Senior Project Management Specialist
DND has a requirement for a Senior Project Management Specialist in support of the Advanced Integrated Multi-Sensing Surveillance (AIMS) Technology Demonstration Project (TDP). The project office requires the services of a Senior Project Management Specialist, with an Engineering background and experience with Electro Optical and Infrared (EO/IR) related projects, to support the AIMS project from the DRDC Valcartier office.
Tasks:
- Support the AIMS Project Manager (PM), DAEPM (R&CS), with the coordination of implementation phase activities at DRDC Valcartier. More specifically this includes:
- Coordinating project management activities including financial, planning, scheduling and commenting on contracting aspects;
- Producing draft plans and sections for incorporation into the Project Implementation Plan or Requests for Proposals;
- Coordinating activities related to the preparation and conduct of experiments and trials;
- Giving timely briefings on progress and concerns of the project;
- Preparing documentation in response to scheduled and unscheduled reports, returns and observations to update management of project progress;
- Preparing, reviewing, analyzing, assessing, and updating draft procurement requests, SORs, project charters, ECP’s, SOWs, specifications, test plans, work breakdown structures, compliance charts and contract deliverables;
- Preparing draft evaluation plans, criteria and evaluation schedules;
- The Senior Project Manager will collaborate with the System Engineer (SE) and support the Technical Authority (TA) at DRDC Valcartier in their activities including but not limited to:
- Preparing draft documents required for the formulation of contracts;
- Tracking non-financial aspects of the different contracts once awarded;
- Coordination of the integration phase of the various elements of the system, the preparation and coordination of the planned trials, and the analysis of the results with production of necessary reports;
- Assist the TA in all project related meetings;
- Assist with the submission of updates, reports, recommendations and any other required deliverables;
Qualifications:
- Bachelor of Science or a Bachelor of Engineering;
- Secret clearance through PWGSC;
- Ability to perform work in both official languages of Canada;
Experience required:
- Either:
- Sixty months of experience within the last ten years performing project management services, as described in the PMBOK for a project with a minimum budget of $1 million Canadian OR;
- Twelve months of experience within the last three years performing project management services, as described in the PMBOK for a project with a minimum budget of $1 million and having successfully completed the equivalent of six months of full time project management training at a provincially accredited pmt institution or evidence of Project Management Institute accreditation.i>Minimum of thirty-six months demonstrated experience in project management of an Electro Optics/Infrared (EO/IR) related project in the last seven years;
- Minimum of thirty-six months demonstrated experience in project management of an Electro Optics/Infrared (EO/IR) related project in the last seven years.

Bilingual Nuclear Engineer
ISR is looking to hire a qualified bilingual intermediate to senior professional who has experience working on projects for the nuclear industry in areas such as health physics, radiation safety and operational management, human and organizational factors, operational radiation protection and environmental assessment and management.
Some of the anticipated duties would include:
- Assist with the development of project work packages such as studies, assessments, reports, deliverables, budgets and schedules;
Qualifications:
- Undergraduate degree in Nuclear Engineering, Engineering Physics;
- Minimum 10 years experience in a nuclear power plant environment working in radiation protection, nuclear safety, operations, or environmental program management;
- Ability to think independently and provide insight and solutions to complex problems;
- Must be able to effectively communicate with other technical and non-technical disciplines, customers and regulators;
- Experience writing technical reports and environmental impact assessments;
- Experience in radiation safety and emergency response is considered an asset;
- Proficient in Microsoft Office applications such as Word, Excel, MS Project, Powerpoint;

Technical Team Leader/Project Manager
ISR is currently looking to hire a highly motivated individual with strong leadership qualities who has extensive practical knowledge of programming and wireless communication systems.
Some of the anticipated duties would include:
- Project planning, management and scheduling;
- Direct co-operation and supervision of software/hardware technicians;
- Hardware prototyping and development;
- System design, development, testing and implementation;
Qualifications:
- Undergraduate degree or diploma in Computer Science or Computer Engineering;
- Project management experience, following a formal project management methodology;
- 10 - 15 years experience in hardware/software integration;
- Fully conversant in wireless communications systems (GPRS/satellite. RF etc) hardware and firmware/software design and integration;
- Knowledge of programming for mobile devices such as cell phones, smartphones, PDAs an asset;
- Fully conversant in SQL database management;
- Practical troubleshooting skills ;
- The ability to work with a production team in a leadership role;
- Candidate must be an innovative leader;
- Ability to think independently and provide insight and solutions to complex problems;
- Ability to liaise between internal staff and clients;
