Mr. Butler is the President of Magellan Engineering and is an active inspector with the United Nations (UNMOVIC) for Weapons of Mass Destruction having completed a 3 month tour in Iraq. This tour included destruction of 14 (155 mm) shells containing mustard agent. Mr. Butler is the Chemical Group's Operations Officer, and participated in 50 missions, including several as acting Chief. Mr. butler is trained and qualified for the handling and disposal of weapons of mass destruction.

Mr. Butler is a Professional Engineer, and a Member of the Society of Fire Protection Engineers. Mr. Butler is a trained responder who actively responds to CBRN emergency events. Paul has recently developed the National Health and Safety Plan for the Canadian Coast Guard Rescue and Environmental Emergencies in Canadian Waters.

Mr. Butler is the Foreign Affairs designate Onsite Inspector for the Comprehensive Nuclear Test Ban Treaty Organization. Typical projects for Mr. Butler include risk assessment, emergency planning, vulnerability assessments including the Emergency Response Planning for AECL's Importation of Weapon's Derived Plutonium, development of Concept Safety Analysis for the Terra Nova offshore development, implementing emergency response program in large multinational organizations, and participating in many high level scenario exercises.
